In order to lighten the burden of French admin (which has a bit of a reputation for being over the top), a recent law says that no reply after either one or two months, depending on the request, means that the request is granted.

For example, an application for planning permission is assumed to have been accepted if nothing is received after two months whilst a declaration of smaller changes to a current structure, such as newly installed windows, requires only one month of ’silence’.
