Ceret Tax Office - Closed???

Visited the Ceret tax office today, in an effort to get my Double Taxation Relief Forms signed. It was closed and looked very worse for wear, with graffiti and stickers over the windows.
Does anyone know if it is permanently closed and if so, where would be my next port of call :?: :(

Now Saga are stopping their credit cards service at the end of March 19, (Which did not charge a foreign currency conversion fee on any purchases worldwide) can anyone advise if there is a French or UK alternative for people living in France?

Apologies for alarming the natives. In the end I visited the Prefecture's office and was assisted by a very helpful young man. Actual cost 270 euros. 🤗🤗
