Registering an American car in France

I've got a friend who is thinking of buying a new Ford Mustang in the USA (25k US$) and importing it here.

I seem to remember that someone said there was a problem with Certificates of Conformity for US cars.

Any sage advice (beyond buying the car in France...)?
