No it is spam which relies on people reposting it (which you just did).

They think that the more pages than contain their links, the higher up they will appear in search engines.

I suggest it would be better to just ignore stuff like that

As you say, the links at the bottom are the giveaway. But it's frighteningly close to almost English, and almost on-topic. It's only going to get worse.
