I would appreciate it if someone could give me some information about the locations of recycling centres for items such as washing machines and fridges in the Perpignan area, also how much does it cost ?

My local dechetterie (argeles) takes these for free, perhaps your local one will to.

If you call your mairie and tell you that you have to get rid of the items, they will pickup them on the first of the Monday of the next month. Sometimes it will be a few days from the first but they have a truck which goes around in the village and pickups all of the monstres.
