Dazzling Headlights

Isn't part of the problem not the power of the lights but the fact that they have become smaller? The same amount of light coming from a smaller lamp, when focussed on the retina of an approaching driver gives a greater intensity.

Perhaps we should go back to the 12 inch diameter lamps of the 1920s :D

My OH tells me that the irony of this is that, until the late 70s early 80s, US law stipulated that car headlamps must have tungsten filament bulbs. So when the technology moved on they had to change the law. Eventually.
